public interface IGatewaySessionControlPlane

Optional control-plane extension for single-session gateway admission. Serialize claims per identity and grant a takeover only after the previous gateway releases its claim. Failure blocks admission without disconnecting existing clients. Keep session records separate from topology snapshots.

Submit an idempotent operation. Invoke the callback on the caller's main thread, normally from IControlPlane.Tick. Return an error reply on failure.
