`None`	`0`
`Full`	`1`	The message replaces the worker's whole set instead of changing it.
`Commit`	`2`	The last chunk of this update: the worker applies the staged changes, checks `InterestSubscribeMsg.SetCount` and `InterestSubscribeMsg.SetHash`, and only then adopts the new sequence number. A set too large for one message is split, and the chunks before this one change nothing the worker will keep if the commit never arrives or does not verify.
