A portal's id: ScopeKeys.Hash of containerId + "#" + id, id unique within the near container.

PartyHash

public static ulong PartyHash(string party);

The hash a party travels as: parties are opaque strings (docs/portals.md D8) and may be a player's identity, so only this goes to clients.

A link's id: the portal and the party it is for.

PortalHandoffMsg

MsgId.PortalHandoff (docs/portals.md D44, D45): the links of one portal, sent by the worker that is releasing the portal's near container to the worker that is taking it, together with the release.
